Gaming on a modern PC does not always favor the latest software. Our editorial desk tested Windows 7 against Windows 11 to see how an older operating system performs on current hardware. The results show that Windows 7 delivers higher frame rates in specific CPU-bound scenarios, while Windows 11 takes the lead when the graphics card is the bottleneck.
Older OS delivers higher frame rates in CPU-bound games on modern hardware
We ran these benchmarks on a system equipped with an AMD Ryzen 7 9800X3D processor and an AMD Radeon RX 6950 XT graphics card. The test environment used Windows 7 Ultimate 64-bit Service Pack 1 (Build 7601) and Windows 11 25H2 (Build 26200.9278). Both systems utilized the same AMD Adrenalin 22.6.1 driver to ensure a fair comparison of the operating systems themselves.
Windows 7 demonstrated a clear advantage in CPU-limited gaming situations. It maintained significantly stronger 1% lows and higher average frame rates in titles like Metro 2033 Redux and Batman: Arkham Origins. This performance gap stems from the fact that Windows 11 must route older DirectX 9 games through the D3D9On12 translation layer, which adds overhead that Windows 7 avoids natively.
Conversely, Windows 11 performs better in GPU-limited scenarios. Games such as Control and Hitman 2 run faster on the newer OS because it utilizes more advanced graphics driver codebases. We also verified that the CPU performance drop in Windows 11 was not caused by virtualization-based security features, as we disabled VBS and HVCI during the tests.
