China's National Security Ministry has warned that simply deleting or formatting a hard drive does not erase the data. The ministry stated that ordinary deletion only marks data as overwritable, and it can be recovered with professional software.
Ministry warns of refurbished drive risks
The warning follows a case where a unit illegally sold decommissioned hard drives after only a simple wipe. Refurbished hard drives sold as new have been found to contain sensitive data from government agencies, universities, and banks.

The ministry recommends buying hard drives from authorized channels, using professional data destruction services, and following classified media disposal rules to prevent data leaks.
The National Security Ministry has not confirmed whether additional cases are under investigation.
