Manifest V2 extensions no longer allowed

The change affects Chrome's extension system. Manifest V2 extensions are no longer allowed on any supported version of Chrome, according to a Google employee. The company is removing support and related features for them.

The kExtensionManifestV2Disabled flag will be removed in Chrome 150. Remaining MV2 flags will be removed in Chrome 151. After that, users cannot enable Manifest V2 extensions through flags.
