Projects seeking fast-tracked status must demonstrate they can bring their own power supply. Alternatively, these facilities must agree to curtail their energy demand during periods of high grid stress. Grid operators have a strict 90-day window to complete the necessary studies to implement these changes.

This regulatory push aligns with the Trump administration's broader AI Action Plan to accelerate infrastructure buildout. The move comes as grid operators like PJM Interconnection face intense scrutiny for recent price hikes. PJM recently raised power costs by 75.5 percent, a surge largely blamed on surging AI demand.

Public opposition to these expansions is growing across several regions. Residents in drought-prone areas are concerned about the massive water usage required for cooling. Noise pollution from industrial equipment and rising electricity bills are also driving community resistance to new facilities.
