FRL disabled by default until Variable Refresh Rate support lands

The company disabled FRL support by default in this update to prevent issues until Variable Refresh Rate functionality becomes available.

Users who want to test or use the new feature must manually enable it during boot using the kernel parameter amdgpu.dc_feature_mask=0x400.

Enabling FRL without VRR is considered a regression for users with compatible displays, so AMD will likely enable the feature by default once VRR support lands.
