Two-thirds of the 809 planned U.S. AI data centers sit in regions facing drought conditions, according to a new analysis from UN University and Global Water Intelligence. The study draws on data from NOAA and Xylem to map planned facilities against historical water stress levels. The analysis highlights concentrated development in Arizona, Texas, and California, with several facilities drawing from already stressed water resources. The analysis treats these locations as high-risk for long-term operational stability without advanced mitigation.
Cooling technologies form a central part of the industry's response. Nvidia rates its GB200 NVL72 system at up to 300 times the water efficiency of air cooling, but that figure covers the cooling loop alone. The Vera Rubin platform pushes a single rack toward 600 kW, which increases power generation demand and associated water consumption at gas-fired plants.
Data center cooling accounts for only about four percent of additional water demand by 2050. Power generation drives roughly fifty-four percent of that increase, while semiconductor fabrication claims forty-two percent. TSMC's three Phoenix fabs will draw a combined sixteen point four million gallons per day, offsetting much via on-site reclamation at eighty-five to ninety percent efficiency.
The report positions these findings against broader infrastructure trends. It notes that water usage in data centers remains a fraction of industrial consumption compared to power generation and chip manufacturing. Operators must now balance computational density with regional water availability as projects scale into the next decade.
