The game is set in San Francisco in 1915 and follows protagonist Makoto Daito. Players manage venues and shows, pick talent and performers, and construct setlists. Combat mechanics include bare-knuckle and melee fighting with independent control over both sides of Makoto's body.
Snoop Dogg joins the voice cast as Orpheus, an international smuggler who follows a single rule of delivering items to their intended destinations. Cordell Broadus and Tori Kelly also provide voices for the project. Broadus described Orpheus's realization regarding his destiny to deliver the lives of two boys.
